Lesson of Part V. Ethics
When, in the course of human events, it becomes necessary for one people to dissolve the political bonds which have connected them with another, and to assume among the powers of the earth, the separate and equal station to which the laws of nature and of nature’s God entitle them, a decent respect to the opinions of mankind requires that they should declare the causes which impel them to the separation.
인류 역사에서 하나의 인민이 다른 인민과 맺은 정치적 결속을 해소하고, 세계 여러 나라 가운데에서 자연법과 조물주가 부여한 개별적인 평등한 지위를 차지해야 할 필요가 있을 때, 인류의 의견에 대한 온당한 존중은 분리독립을 하도록 압박하는 대의를 선포하도록 요청한다.
We hold these truths to be self-evident, that all men are created equal, that they are endowed by their Creator with certain unalienable rights, that among these are life, liberty and the pursuit of happiness. That to secure these rights, governments are instituted among men, deriving their just powers from the consent of the governed. That whenever any form of government becomes destructive to these ends, it is the right of the people to alter or to abolish it, and to institute new government, laying its foundation on such principles and organizing its powers in such form, as to them shall seem most likely to effect their safety and happiness. Prudence, indeed, will dictate that governments long established should not be changed for light and transient causes; and accordingly all experience hath shown that mankind are more disposed to suffer, while evils are sufferable, than to right themselves by abolishing the forms to which they are accustomed. But when a long train of abuses and usurpations, pursuing invariably the same object evinces a design to reduce them under absolute despotism, it is their right, it is their duty, to throw off such government, and to provide new guards for their future security.
우리는 다음의 진실들을 자명한 것으로 여긴다. 모든 사람은 평등하게 창조되었고, 양도할 수 없는 몇몇 권리를 창조주에게서 부여받았으며, 그 중에는 생명, 자유, 행복추구의 권리가 있다. 이러한 권리를 확보하기 위해서 정부는 인민들 사이에서 세워지며, 따라서 정부는 인민의 동의에서 정당한 권력을 얻는다. 어떤 형태의 정부라도 이러한 목적을 위태롭게 할 때는 그 정부를 개혁하거나 폐지하고 새로운 정부를 세우는 것이 인민의 권리이며, 그러한 원칙을 토대로 자신들의 안위와 행복을 가장 효과적으로 도모할 수 있는 형태로 권력을 조직하는 것은 인민의 권리다. 물론 깊은 우려는 오래 존속해온 정부가 사소하고 일시적인 명분 때문에 교체되어서는 안 된다는 것을 알려준다. 그래서 악행을 견딜 수 있는 한, 인류의 모든 경험들은 익숙해져있는 정부형태를 폐지할 권리를 행사하기보다는 대개 참고 견딘다는 것을 보여준다. 하지만 장기간에 걸친 학대와 착취가 여전히 같은 목적을 추구하며 인간을 절대적 폭정 아래 예속시키려 하는 책략을 명시적으로 드러낸다면 그러한 정부를 뒤엎고 자신들의 미래의 안위를 도모할 수 있는 새로운 보호장치를 마련하는 것은 인민의 권리이자 의무인 것이다.
Such has been the patient sufferance of these colonies; and such is now the necessity which constrains them to alter their former systems of government. The history of the present King of Great Britain is a history of repeated injuries and usurpations, all having in direct object the establishment of an absolute tyranny over these states.
바로 이것이 우리 식민지가 견디어 온 고통이다. 바로 이것이 이제 기존의 정부제도를 바꾸도록 강제하는 필연성이다. 현재 대영제국 국왕의 역사는 박해와 착취를 반복하는 역사로서 이 식민지 주에 절대전제정치를 세우기 위한 목적을 노골적으로 드러낼 뿐이다.

In every stage of these oppressions we have petitioned for redress in the most humble terms: Our repeated petitions have been answered only by repeated injury. A prince, whose character is thus marked by every act which may define a tyrant, is unfit to be the ruler of a free people.
이러한 압제를 받을 때마다 우리는 공손한 언사로 시정해주기를 탄원했다. 그러나 우리의 거듭된 청원에 대한 대답은 거듭된 박해뿐이었다. 폭정이라 규정하지 않을 수 없는 행위만 저지르는 군주는 자유로운 인민의 통치자로 적합하지 않다.
Nor have we been wanting in attention to our British brethren. We have warned them from time to time of attempts by their legislature to extend an unwarrantable jurisdiction over us. We have reminded them of the circumstances of our emigration and settlement here. We have appealed to their native justice and magnanimity, and we have conjured them by the ties of our common kindred to disavow these usurpations, which, would inevitably interrupt our connections and correspondence. They too have been deaf to the voice of justice and of consanguinity. We must, therefore, acquiesce in the necessity, which denounces our separation, and hold them, as we hold the rest of mankind, enemies in war, in peace friends.
또한 우리는 영국에 사는 형제자매들의 주의를 환기시키는 일에도 부족함이 없었다. 부당하게 우리에게도 관할권을 행사하고자 하는 영국 의회의 시도에 대해 수시로 경고했다. 우리가 이곳으로 이주하여 정착하게 된 사정을 다시 일깨워주었다. 우리는 그들 내면의 정의와 관대함에 호소했다. 이러한 착취가 결국 우리의 결연과 왕래를 끊어버리고 말 것이기에 이를 거부해주기를 동족이라는 끈에 기대어 탄원했다. 그들 역시 정의와 혈연의 목소리에 귀 기울이지 않았다. 따라서 우리는 저들이 우리의 분리독립을 비난할 수밖에 없는 상황을 묵묵히 받아들이며 다른 인류와 마찬가지로 전시에는 적으로, 평화시에는 친구로 대할 것이다.
We, therefore, the representatives of the United States of America, in General Congress, assembled, appealing to the Supreme Judge of the world for the rectitude of our intentions, do, in the name, and by the authority of the good people of these colonies, solemnly publish and declare, that these united colonies are, and of right ought to be free and independent states; that they are absolved from all allegiance to the British Crown, and that all political connection between them and the state of Great Britain, is and ought to be totally dissolved; and that as free and independent states, they have full power to levy war, conclude peace, contract alliances, establish commerce, and to do all other acts and things which independent states may of right do. And for the support of this declaration, with a firm reliance on the protection of divine providence, we mutually pledge to each other our lives, our fortunes and our sacred honor.
그리하여 우리 아메리카주연합 대표들은 전체회의에 모여 세계의 최고 심판들에게 우리의 올곧은 의도를 호소하며, 식민지의 선한 인민들의 이름과 권위에 의거하여 우리 식민지 주연합은 자유롭고 독립된 주라는 사실을 엄숙하게 공표하고 선언한다. 우리 주연합은 영국의 왕권에 대한 모든 충성의 의무를 벗어버리며, 우리 주들과 대영제국 사이의 모든 정치적 관계는 모두 해소될 것이고, 또 해소되어야 한다. 자유롭고 독립된 주로서 우리 식민지 주연합은 전쟁을 개시하고 화의를 맺고 동맹을 체결하며 통상을 수립할 권한은 물론, 독립 주로서 가질 수 있는 기타 모든 행위와 조건들에 대한 전권을 보유한다. 신의 섭리를 수호하겠다는 굳건한 의지로 이 선언을 지지하기 위하여 우리는 우리 생명과 재산과 신성한 명예를 걸고 맹세한다.
